A common resolution which supports the premise of the Speak Your Peace Civility Project was developed by City Councilors from Duluth and Superior: Donny Ness and Kevin Norbie. The common resolution was introduced over a span of several weeks in the fall, 2003. All of the following organizations passed the common resolution; most passed it unanimously: Duluth and Superior City Councils (with the Superior City Council adding a tenth Tool: “Tell the Truth”); the School Boards for the School Districts of Duluth and Superior; the St Louis County Board of Commissioners, and the Douglas County Board of Supervisors.
